unfortunately, your parents get no TRICARE benefits.  Some military hospitals may see them however TRICARE will not cover them for any care.  I would definitely talk with a JAG office in regards to your responsibility once you make them dependents.  If they go to a military hospital and are transferred to a local hospital - most likely you will be responsible for their ambulance bill as well as any medical bills from the hospital and doctors.  Be careful.

Once they are recognized as dependents,You will get a booklet on TriCare that will explain benefits.  You can also visit the Tricare website for more information.

You need to check with your local JAG.  I'm sure they will help you get the necessary paperwork, to have guardianship legally given to you.  It doesn't mean you have to make their financial decisions for them, just that you are given responsibility for providing support such as room and board and insurance coverage.  It's not enough just to declare they are your dependents.
